Legacy of Flame is a series of interconnected games in which players lead a team of firefighters as they progress from rookie to veteran, unlocking upgrades and special abilities as they progress through the campaign. Discover hidden information with sealed envelopes that are revealed at crucial moments, and a rulebook that adapts and evolves with each game. The impact of player decisions in each game carries over into future sessions, creating a unique gameplay experience.

There are two versions of the game in Flash Point, a basic game and an expert game. In both variations, players attempt to save 7 victims from a raging fire in a building. As players attempt to save victims, the fire spreads to other parts of the building, causing structural damage and potentially blocking passages within the building. On each turn, a player can spend action points to attempt to put out fires, move through the building, move victims out of the building, or perform various special actions such as moving emergency vehicles. If 4 victims perish in the flames or the building collapses due to too much structural damage, players lose. Otherwise, players instantly win when they save the 7th victim. The expert variant included with the game adds thematic elements such as flashover, combustible materials, random setup, and game difficulty variations from novice to heroic.
